California signed SB 947 and SB 951 into law on September 30, 2026, creating compliance obligations for HR teams using automated decision systems. SB 947, operative July 1, 2027, requires human review and corroboration before any AI-influenced disciplinary or termination decision, plus written employee notice identifying the system's role and data-access rights. SB 951, effective January 1, 2027, adds disclosure requirements to Cal/WARN notices when automation substantially drives a qualifying workforce reduction. HR leaders should audit which tools influence employment decisions, establish documented review processes, train managers, prepare notice templates, and coordinate early with legal counsel before announcing technology-driven restructuring.
